At the recommendation of the 1965 committee
that studied the feasibility of restoring historic St.
Mary's, the St. Mary's City Commission was cre-
ated by Chapter 115, Acts of 1966, and came
into being on July 1, 1966.

The Commission consists of nine members
appointed by the Secretary of Economic and
Community Development with the approval of
the Governor for five-year terms. Two of the
Commissioners must be residents of St. Mary's
County and no fewer than five must be residents
of the State of Maryland. The Commissioners are
selected on the basis of ability, public spirit, and
historical and professional interest. The Commis-
sion selects its own officers. Subject to the ap-
proval of the Secretary of Economic and Commu-
nity Development, it also appoints the Director
from without its membership.

The St. Mary's City Commission was created
to preserve, develop, and maintain ancient St.
Mary's City, Maryland's first settlement and for
sixty-one years its colonial capital. A master plan
was prepared in 1970 to guide the development of
historic St. Mary's City as an outdoor museum,
with the goal that the museum open by 1984, the
year Maryland will celebrate its 350th anniversa-
ry. To execute the plan, the Commission is ac-
quiring historical and cultural properties neces-
sary for the proper use and administration of the
proposed park. The Commission may accept pri-
vate gifts, as well as federal. State, and local gov-
ernment grants. The Commission reports annual-
ly to the Secretary of Economic and Community
Development and to the General Assembly (Code
1957, Art. 41, secs. 365-374).

The Maryland State Arts Council was created
by Chapter 644, Acts of 1967, to replace the
Governor's Council on the Arts in Maryland,
which had been established by Executive Order
on March 30, 1966, in conformity with the provi-
sions of the National Foundation on the Arts and
Humanities.

The Commission consists of eleven members.
Nine of these members are appointed by the Gov-
ernor for three-year terms. Two members must be
members of the General Assembly, one of whom
is appointed by the president of the Senate and
the other by the speaker of the House of Dele-
gates. Members of the Council are chosen be-
cause of their participation in civic, educational,
and professional organizations concerned with or
engaged in the production of the parforming visu-
al or creative arts. Members 'must also represent
all sections of the State geographically. The
Council selects its own officers and employs nec-
essary staff members.

The Council is authorized to conduct pro-
grams. Among these are grants to arts organiza-
tions for artistic events of all sorts and projects of
its own devising. The Council may also provide
technical and consultative assistance to arts orga-
nizations throughout the State and design new or
expanded arts programs.

The Council is the recipient of an annual grant
from the National Endowment for the Arts for
program support (Code 1957, Art. 41, secs.
387-395).
