This Administration is responsible for a group
of programs whose purpose is first, to prevent the
onset or avert the occurrence of disease, second,
to detect disease at a sufficiently early stage to
permit intervention in order to arrest or deceler-
ate the rate of progression of the disease, and
third, to contain (prevent or reduce) complica-
tions, sequelae, disability, and premature mortali-
ty for the adult and aging populations in the
State.

The Adult Health Program Development Divi-
sion is responsible for the Hypertension and Car-
diovascular Disease Control program, which as-
sists local health departments with financial and
technical assistance and the training of personnel
to establish high blood pressure programs, and
the Adult Nutrition Program, which coordinates
nutrition education and direct services in both the
private and public sectors designed to control nu-
trition-related risk factors in chronic disease.

The Cancer Control Program plans, promotes,
and conducts cancer control activities, partici-
pates in gathering information as a basis for plan-
ning and investigating the causes of cancer, and
provides public and professional education and
information related to the control of cancer.

The Division of Respiratory Diseases has re-
sponsibility for tuberculosis and certain other
chronic respiratory diseases through the mainte-
nance and development of effective surveillance
and containment measures.

The Division of Services to the Aging assists
impaired older persons to maintain themselves or
to be maintained at the highest possible level of
independence in the community and to promote
the provision of appropriate institutional long-
term care for those persons who must receive it.
The Division includes Community Based Services
to the Aging (Day Care for the Elderly, Geriatric
Evaluation Services, and Home Health Services)
and Institutional Services to the Aging, which op-
erates the Tawes-Bland Bryant Nursing Home

The Hospital Treatment Services Program pro-
vides direction to four chronic disease hospitals.
Deer's Head Center, Western Maryland Center,
and Montebello Center provide care for persons
who require constant medical and nursing care by
reason of chronic illness or infirmity or who are
suffering from chronic disability amenable to re-
habilitation. Thomas Wilson Center includes a
chronic hospital unit serving predominantly pa-
tients with chronic respiratory disease and a nurs-
ing home unit.

The Maryland End-Stage Kidney Disease Pro-
gram ensures access to needed services for all
patients suffering from irreversible kidney disease
through a reimbursement program.

Deer's Head Center, authorized by Chapter
994, Acts of 1945, was established in 1950. It is
the regional facility for chronically ill and aging
adults in need of physical medicine and rehabili-
tation services, or general medical care for chron-
ic diseases or terminal illness. The Center also op-
erates a kidney dialysis facility for area residents.
The licensed capacity for the Center is 235 pa-
tient beds.

Montebello Center, authorized by Chapter 412,
Acts of 1951, opened in 1953 as the principal
unit of the chronic disease hospital system. The
Center provides hospitalization for chronically ill
and aging adults in need of physical medicine and
rehabilitation services.
