includes the Communications, Print Shop, and
the Mail sections.

The Communications Section supplies law en-
forcement and other authorized agencies with mo-
tor vehicle information around-the-clock, seven
days a week. Recently installed computerized
equipment in this section now furnishes instant
records on stolen vehicles nationwide.

DIVISION OF INVESTIGATIVE
SERVICES

Melvin Holmes, Director

The Division of Investigative Services maintains
a staff of investigators who secure the return of
operators' licenses and tags from those drivers
who have had their privileges revoked or sus-
pended. These investigators also assist in deter-
mining whether or not unsafe drivers have been
sufficiently rehabilitated. They also assist the Ve-
hicle Registration Division in the regulation of
automobile dealers, auto wreckers, and scrap pro-
cessors in Maryland.

Another important duty is to retrieve automo-
bile tags of uninsured motorists who fail to ob-
tain automobile liability insurance when their
policy has been terminated.

DIVISION OF VEHICLE AND DRIVER
RECORDS

Leroy A. Hall, Director

This Division's activities include the suspen-
sion, revocation, and restriction of driving privi-
leges of those individuals not responsive to reha-
bilitation or who have committed extremely
serious violations.

The Central License File and the Case History
Files are located within this Division.

DIVISION OF ADMINISTRATIVE
ADJUDICATION

This Division consists of hearing officers who
conduct administrative hearings to determine the

appropriate action that the Administration should
take against errant drivers, business firms, and
others that are licensed by this Administration
and that have violated the laws pertaining to
their operation in Maryland.

DIVISION OF FINANCIAL
RESPONSIBILITY

Rebecca Cody, Director

The prime function of the Financial Responsi-
bility Division is the enforcement of compulsory
insurance. Under the compulsory insurance law,
all Maryland licensed insurance companies are re-
quired to notify the Motor Vehicle Administra-
tion of cancellations or terminations of liability
insurance policies as well as excluded drivers.
This Division is required to maintain an active
file with the names of all uninsured motorists re-
quired to recertify the statutory minimum motor
vehicle liability requirements. Their failure to
present the required evidence of insurance results
in the suspension of vehicle tags.

In addition to the enforcement of the compul-
sory insurance law, this Division receives motor
vehicle accident reports from motorists involved
in accidents that have resulted in personal injury
or property damage in excess of $100 that have
not been investigated by police authorities.

DIVISION OF DRIVER CONTROL

Leonard W. Kestler, Director

This Division comprises the Driver Review and
Reinstatement Section, the Driver Rehabilitation
Section, and the Alcohol Safety and Action Pro-
gram. The Rehabilitation Clinic was established
in 1962 to improve the attitudes of problem driv-
ers. It consists of four two-hour sessions held at
Glen Burnie or the regional offices.

The Driver Review and Reinstatement Pro-
gram was established to assist further in rehabili-
tating unsafe drivers and in identifying persons
who demonstrate dangerous attitudes about driv-
ing. Based on hearings held for errant drivers, li-
cense reviewers recommend administrative action
regarding an individual's driving privileges.

The Division is assisted by the Medical Advi-
sory Board, which consists of twenty-five physi-
cians appointed by the Motor Vehicle Adminis-
trator to advise him on the medical aspects of
driver licensing. Whenever an individual's physi-
cal or mental condition may affect his driving
ability, the Administrator relies on the Board for
professional guidance.
