The Advisory Committee monitors the activities
of the Office and periodically reports its findings to
the Director. It also reviews issues relating to
programs and services and recommends priorities
for these to the Director. Appointed by the Gover-
nor, the Committee consists of three ex officio
members or their designees, one representative
from each of the twenty-four local Children's
Councils, and twelve appointed members. Ap-
pointed members serve three-year terms. The Gov-
ernor designates the chairperson.

CHILDREN'S COUNCILS

Local Children's Councils exist in each county
and in Baltimore City. Within their jurisdictions,
the Children's Councils evaluate public and private
programs, services, and plans for children; secure
and analyze Departmental plans and budget re-
quests affecting children's programs and services;
and review the use and availability of federal. State,
local, and private funds. They identify, document,
and communicate the needs, resources, and priori-
ties to the local governing body and to the Office
for Children and Youth, and provide public infor-
mation on children's programs and services. Each
Council is appointed by the chief executive officer
of that subdivision and includes representatives of
the local departments of health, education, social
services, and members appointed at large. Mem-
bers serve three-year terms.

The Governor's Youth Advisory Council was
created within the Department of Human Re-
sources by Executive Order in 1971. It was trans-
ferred to the Office for Children and Youth by the
Acting Governor in 1978.

The Council is charged with communicating the
concerns of Maryland youth to the Governor, the
Legislature, and the citizenry of the State on
matters involving State programs, policies, and
legislation that affect the young people of the State.

Appointed by the Governor, the Council consists
of 115 members between the ages of 13 and 22.
One hundred are recommended by the Council
using a formula that ensures equitable distribution
by age, race, sex, and geography. Fifteen are
directly appointed by the Governor. The Office for
Children and Youth provides staff assistance to the
Council.

The Maryland Children's Program Awards
Committee was created to provide public recogni-
tion for television programs and stations that have
a constructive influence on youth (Chapter 335,
Acts of 1975).

The Commission consists of five members ap-
pointed by the Governor for one-year terms. All
members must be persons connected with the
upbringing and education of children. The Office
for Children and Youth provides staff assistance to
the Committee (Code 1957, Art. 41, secs.
457^t59).
