wastewater discharges to surface waters. The ef-
fect of proposed wastewater discharges on the
quality of ground and surface waters is reviewed
and evaluated by the Program. The Program pro-
vides administrative oversight for all phases of
construction grant application, approval, and con-
struction of wastewater treatment facilities. The
Program also certifies wastewater facility plans.

Formerly under the Department of Health and
Mental Hygiene, the Air Management Adminis-
tration was transferred to the Department of the
Environment in 1987 (Senate Bill no. 671). The
Administration develops and implements pro-
grams to provide clean air. The Administration
develops air resources management plans and pro-
gram strategies. It develops and enforces regula-
tions for control of emissions from stationary and
other sources. It also maintains a statewide com-
prehensive air monitoring system to provide cur-
rent information on ambient pollutant levels in or-
der to institute regular and emergency procedures
for their control.

The Administration works through two pro-
grams: Engineering and Enforcement, and Tech-
nical Services.

The Air Quality Control Advisory Council
originated as the Air Pollution Control Council in
1963 (Chapter 806, Acts of 1963). It received its
present name in 1967 (Chapter 143, Acts of
1967). Formerly under the Department of Health
and Mental Hygiene, the Council was placed
within the Department of the Environment in
1987 (Senate Bill no. 671). The Council advises
the Department on proposed rules and regulations
for the control of air pollution in the State.

The Council consists of not more than fifteen
members appointed by the Secretary of the Envi-
ronment. Three members represent the general
public. Additional members include a physician, a
professional engineer chosen from a list submitted
by the Baltimore section of the American Society
of Chemical Engineers, a chemical engineer cho-
sen from a list submitted by the Maryland section
of the American Institute of Chemical Engineers,
and two persons employed in a manufacturing or
public utility business in Maryland chosen from a
list submitted by the Maryland Chamber of Com-
merce. One member is a member of the Regional
Planning Council recommended by that Council.
One member is appointed from a list submitted by
the Maryland Association of Counties. Four
members are selected, one each from lists submit-
ted by the Presidents of the University of Mary-
land, The Johns Hopkins University, the Mary-
land State-D.C. AFL-CIO, and the Chairperson
of the Board of Directors of the Council of Gov-
ernments of Metropolitan Washington. Terms of
members are five years, except for the member
representing the Regional Planning Council who
sits only as long as the duration of membership on
that Council (Code Environment Article, sees.
2-201 through 2-206).
