Formerly under the Office of Licensing and
Certification, the Division of Drug Control was
reorganized in 1987 as the Office of Drug Control
and placed under the Community Health Surveil-
lance Administration. The Office is responsible for
enforcing the provisions of the Controlled Dan-
gerous Substance Act (Code 1957, Art. 27, sees.
276-302). The Office's programs deal primarily
with physicians, dentists, veterinarians, pharma-
cists, manufacturers, distributors, nonpharmacy
establishments, and pharmacies. The Office en-
sures the availability of drugs for legitimate medi-
cal and scientific purposes and works to prevent
drug abuse.

Formerly the Laboratories Administration, the
Laboratories Office became part of the Communi-
ty Health Surveillance Administration in 1987.
The Office has broad responsibilities for making a
wide variety of laboratory tests to help physicians
and health officials prevent, diagnose, and control
human diseases. The Office performs examinations
in connection with the enforcement of the State's
health laws, and the chemical, microbiological,
and radiological surveillance of the environment
related to foods, water, sewage, air, pharmaceuti-
cals, hazardous wastes, and bedding and uphol-
stery. Laboratory tests are conducted to support
State occupational safety and health regulations
and to enforce pure food and drug laws.

The Office licenses all medical laboratories, tis-
sue banks, and physician office laboratories to en-
sure that they comply with minimum standards
and personnel qualifications. It also certifies labo-
ratories that examine water and dairy products in-
volved in shipments out of Maryland and periodi-
cally inspects all such laboratories to assure
compliance.

In addition to the Central Laboratory in Balti-
more, there are eight branch laboratories through-
out the State.

The Youth Camp Safety Advisory Council was
established in 1986 (Chapter 116, Acts of 1986).
The Council helps the Department of Health and
Mental Hygiene develop and review regulations
for certifying youth camps. These regulations cov-
er safety procedures, sanitation, medical services,
water supplies, sewage disposal, refuse collection
and disposal, fire and safety standards, personnel
screening procedures, and reporting systems for
fatalities, serious illnesses or accidents. Before Oc-
tober 1, 1987, the Secretary of Health and Mental
Hygiene is to adopt such regulations. All youth
camps are to comply with the regulations after
May 15, 1988.

Annually, the Council reports to the Secretary
of Health and Mental Hygiene on the number of
youth camps, facilities in each county, and camp-
ers.

The Council consists of eleven members ap-
pointed to three-year terms by the Governor with
the advice of the Secretary of Health and Mental
Hygiene, and the advice and consent of the Sen-
ate. Members include a representative of the De-
partment of Health and Mental Hygiene; a camp-
ing leader with professional experience who does
not own or manage a youth camp; an owner or
manager of a nonprofit youth camp; an owner or
manager of a youth camp operating for profit; an
owner or manager of a youth camp accredited by
the American Camping Association; and an own-
er or manager of a youth camp not accredited by
the Association. The Council also includes one
member of the public; two members from local
health departments from two counties; and two
members from national camping organizations,
such as Scouting and 4-H Clubs (Code
Health—General Article, sees. 14—401 through
14-^11).
