The State Coordinating Council for Residential
Placement of Handicapped Children was created by
the Governor in 1982 (Executive Order
01.01.1982.09). In 1987, the Governor reestab-
lished the Council within the Office for Handi-
capped Individuals (Executive Order
01.01.1987.10). The Council has developed pro-
cedures for the operation of Local Coordinating
Councils to assure that those handicapped children
who need residential placement at treatment cen-
ters and schools receive a complete plan of care.

With the Local Coordinating Councils, the State
Coordinating Council plans, coordinates, and mon-
itors multiple-agency services for handicapped chil-
dren in residential placements and for those
requiring residential placement. It also maintains a
multiple-agency information system that assures
agency accountability to handicapped children and
enables the State to plan for needed services.

The State Coordinating Council consists of the
Secretary of Health and Mental Hygiene, the Sec-
retary of Human Resources, the Director of the
Juvenile Services Agency, and the State Superinten-
dent of Schools, or their designees. The Director of
the Office for Handicapped Individuals and the
Director of the Office for Children and Youth serve
ex officio as nonvoting members.

The Governor's Office of Justice Assistance was
created within the Executive Department by the
Governor in 1987 (Executive Order
01.01.1987.17).

The Office is headed by the Executive Director
who is appointed by the Governor. For programs

in the administration of justice, the Executive Di-
rector is responsible for the development of com-
prehensive planning and the administration and
monitoring of funds, grants, and services author-
ized and appropriated under federal legislation.
State and local problems in the administration of
justice also are evaluated by the Executive Director.
The Governor's Advisory Board for Justice Assis-
tance assists the Executive Director.

The Executive Director advises the Governor on
budget requests and legislation for the administra-
tion of justice. On national, State, or Local boards
or bodies concerned with the administration of
justice, the Executive Director may be designated
as the Governor's representative. The Executive
Director serves on the Criminal Justice Information
Advisory Board.

In 1987, the Governor's Advisory Board for
Justice Assistance was created (Executive Order
01.01.1987.17). The Board assists the Executive
Director of the Governor's Office of Justice Assis-
tance to develop State strategy to support the
State's application for federal programs supporting
the administration of justice. The Board reviews and
makes recommendations to the Executive Director
on all requests for funds, grants, and services chosen
by the Office for administration or combined plan-
ning. The Board also recommends to the Governor
