The Apprenticeship and Training Council was
created in 1966 (Chapter 671, Acts of 1966). It was
placed within the Department of Employment and
Training in 1983 (Chapter 64, Acts of 1983). In
1987, the Council became part of the Department
of Economic and Employment Development
(Chapter 311, Acts of 1987).

The Council reviews and approves apprentice-
ship programs and fosters their development. It sets
standards for registered apprenticeship programs.

The Council's nine members are appointed by
the Governor with the advice of the Secretary of
Economic and Employment Development and
Senate advice and consent. Members serve four-
year terms.

The Director ofApprenticeship and Training is
appointed by the Secretary of Economic and Em-
ployment Development. The Director promotes
apprenticeship and other forms of on-the-job train-
ing assisted by the Bureau ofApprenticeship and
Training, U.S. Department of Labor, and other
federal and State agencies (Code 1957, Art. 83A,
secs. 3-401 through 3-408).

Apprenticeship Information Center

The former Department of Employment Secu-
rity established an Apprenticeship Information
Center in 1964 under the direction of the Bureau
ofApprenticeship and Training, U.S. Department

of Labor. To assist the Center, the Governor and
the Mayor of Baltimore City jointly appointed a
Citizens Advisory Committee. In 1970, the Gover-
nor reactivated the Committee as the Apprentice-
ship Information Center Advisory Committee.

The Committee reviews laws and official deci-
sions affecting apprenticeship. The Committee also
promotes employment for youth as apprentices,
consults and advises groups about apprenticeship,
and encourages equal opportunity practices. The
Committee advocates the establishment of formal
apprenticeship programs and studies ways and
means of providing apprenticeship jobs.

Appointed by the Governor, the Committee
represents employer groups, labor, minorities, the
public, and State and local government.

The Office of Employment Services, formerly
rhe Maryland Job Service, provides a statewide
public labor exchange to match employers with job
seekers. The Office also carries out programs for
Alien Registration, National Job Bank, Targeted
Jobs Tax Credit, Statewide Vocational Counseling
and Testing, Disabled Veterans Outreach, Local
\feterans Employment Representative, Unemploy-
ment Insurance Work Test, Work Incentive, and
Migrant and Seasonal Farm Workers.

nated in 1936 as the Unemployment Compensa-
tion Board (Chapter 1, Acts of Special Session of
1936). The Board was superseded by the Depart-
ment of Employment Security in 1937 (Chapter
