Opened in October 1978, the Thomas B. Finan
Hospital Center provides services to individuals of
all ages with mental disabilities. The Center also
provides services for substance abusers and men-
tally retarded persons. Serving Allegany, Garrett,
and Washington counties, the Center is funded
through the Developmental Disabilities Adminis-
tration and the Alcohol and Drug Abuse Adminis-
tration for 113 mental health beds (Code
Health—General Article, sec. 10-406).

Located on the grounds of Francis Scott Key
Medical Center, the Highland Health Facility Psy-
chiatric Unit was established in 1972. The Unit
provides psychiatric treatment for residents of Bal-
timore City in close coordination with three local
community mental health programs: Johns Hop-
kins Hospital, Francis Scott Key Medical Center,
and Harbel, a community-based day care program.
The Unit is presently funded for 35 beds (Code
Health—General Article, sec. 10-406).

The Clifton T Perkins Hospital Center was es-
tablished in 1959 as Maximum Security Hospital
(Chapter 814, Acts of 1959). It adopted its present
name in 1960. The Center provides treatment pro-
grams within a setting of maximum security.

The Center receives patients referred by the
courts of Maryland for pretrial psychiatric evalua-
tion. It provides a residence for individual offenders
who have been found not guilty by reason of insan-
ity, as well a hospital for prisoners who become
mentally ill and require involuntary psychiatric hos-
pitalization. From other State psychiatric hospitals,
the Center also accepts patients whose illness re-
quires maximum security treatment for a period of
time. The Center is funded to serve an average daily
population of 250 patients (Code Health—General
Article, sec. 10-406).

Opened in 1968, the Maryland Psychiatric Re-
search Center is located on the grounds of Spring
Grove Hospital Center (Chapter 558, Acts of
1967). The University of Maryland operates the
Research Center under an agreement with the De-
partment.

The Center conducts a program of basic and
applied interdisciplinary research on mental illness.
It also offers training in psychiatric and behavioral
sciences research for graduate and postgraduate
students (Code Health—General Article, sec. 10-
425).
