The Division's hearing officers conduct adminis-
trative hearings to determine appropriate action to
take against errant drivers, business firms, and oth-
ers who violate State motor vehicle laws. The Divi-
sion suspends, revokes, and restricts driving
privileges on the basis of a driver's refusal to take
chemical tests, alcohol-related convictions, and
other convictions resulting from motor vehicle law
violations. The Division also administers
Maryland's participation wirli forty odier states in
the Driver License Compact (one license, one re-
cord).

The Division of Departmental Services encom-
passes a variety of supporting activities needed by
the Administration. The Division includes the
Communications, Print Shop, and Mail sections.

The Mass Transit Administration was created as
part of the Department of Transportation in 1970
(Chapter 526, Acts of 1970). The Administration
originated as the Metropolitan Transit Authority,
established in 1961 (Chapter 670, Acts of 1961)
and reformed in 1969 (Chapter 160, Acts of 1969).

As the public transportation arm of the Depart-
ment, the Mass Transit Administration operates and
maintains the public bus system and is responsible
for the development, construction, and operation
of the Baltimore Metro and planned Central Light
Rail Line. The Administration's metropolitan ser-
vice area encompasses Anne Arundel County, Bal-
timore City, and Baltimore County Commuter bus
service also has begun to link Howard and Harford
Counties to Baltimore City. In addition, the Admin-
istration provides technical and financial assistance
to develop or improve public transportation in
small urban areas throughout the State (Code
Transportation Article, secs. 7-101 through 7-
706).
Mass Transit Administration functions are car-
ried out by six Divisions: Communications; Transit
Development; Human Resources; Management
Analysis and Programs; Finance; and Transit Oper-
ations.
