MONUMENTS

The Governor's Commission on Maryland Mil-
itary Monuments was established by the Governor
in January 1989 (Executive Order 01.01.1989.02).
The Commission is to undertake an inventory of
Maryland military monuments. For each monu-
ment, the inventory will note name, date of con-
struction, location and means of access, and original
sponsorship; current ownership of monument and
monument land; complete description, including
construction materials, condition, theme, and in-
scriptions, if any; and responsibility for mainte-
nance.

The Commission will determine the cost of res-
toration for each monument in need of repair and
secure funds for that restoration. In addition, the
Commission will assign responsibility for the main-
tenance of each monument and prepare educational
and tourism materials for public distribution.

Appointed by the Governor, the Commission
consists of not more than eighteen members. The
Secretary of State serves as chairperson.

The Prehospital Care and Delivery of Trauma
Patients Monitoring Committee was created by the
Governor in June 1987 as a result of a cooperative
agreement signed by Maryland and the District of
Columbia. The Committee monitors elements of
the agreement on an ongoing basis.

PROTOCOL FOR THE MARYLAND
STATE FLAG

In February 1989, the Governor's Commission
on Protocol for the Maryland State Flag was
formed by the Governor (Executive Order
01.01.1989.03). The Commission is to submit to
the Governor a proposed protocol for the Maryland
State Flag.

Appointed by the Governor, the Commission
consists of representatives of the General
Assembly's Protocol Officer; State Military Depart-
ment; Administrator, Star-Spangled Banner Flag
House; Maryland Veterans Commission; Depart-
ment of General Services; Maryland Historical So-
ciety; State Archivist; and Maryland State Police.
Also serving on the Commission are two public
members nominated by the Secretary of State; a
representative of the Judiciary, nominated by the
Chief Judge of the Court of Appeals; a representa-
tive of the State Senate, nominated by the Senate
President; and a representative of the House of
Delegates, nominated by the House of Delegates.
The State Archives provides staff assistance to the
Commission.

In August 1987, the Governor's Commission on
School Performance was established by the Gover-
nor. The Commission is to recommend criteria for
evaluating the performance of students, schools,
school systems, and the State in elementary and
secondary public education. The Commission will
determine what indicators and demographic data
are available and required to measure these perfor-
mances. Educational strengths and weaknesses of
students, schools, school systems, and the State are
to be noted by the Commission. The Commission
