Acts of 1987). The Council reviews early childhood
education programs in Maryland, including the de-
velopment of public preschool programs; devises
methods to evaluate and monitor public preschool
programs; and promotes early childhood educa-
tion.

The Council has twelve members. Eight are
appointed by the Governor. Two are legislators, one
appointed by the Senate President and one ap-
pointed by the House Speaker; one is a representa-
tive of the State Department of Education chosen
by the State Superintendent of Schools; and one is
a representative of the Office for Children and
Youth selected by the Director of that office. The
Governor designates the chairperson and the State
Department of Education provides staff. The
Council is authorized to conclude its work by June
30,1990.

The State Board for Community Colleges was
established in 1968 to consolidate governance of
the community colleges in the State (Chapter 454,
Acts of 1968). Until July 1,1969, the Board served
as an advisory board to the State Board of Educa-
tion; thereafter, the Board assumed its statutory
duties.

Originally, all community colleges were gov-
erned by local boards of education. State law in
1968 enabled local boards of education that spon-
sored community colleges to ask the Governor to
divest them of that authority and vest it in separate
local boards of community college trustees (Chap-
ter 454, Acts of 1968). By 1974, all boards of
