The Maryland Higher Education Commission
was created in 1988 to replace the State Board for
Higher Education and implement a reorganization
of Maryland universities and colleges (Chapter 246,
Acts of 1988).

State goals for higher education are set forth in
the Maryland Charter for Higher Education
adopted in 1988 (Code Education Article, secs.
10-201 through 10-212). The Commission, in con-
sultation with the governing boards and agencies
concerned with higher education, develops and

updates an overall plan, consistent with the Char-
ter, to coordinate the growth and development of
postsecondary education in Maryland.

Appointed by the Governor, the Secretary of
Higher Education oversees the State's system of
higher education.

The Commission has twelve members. Eleven
are appointed to five-year terms by the Governor
with Senate advice and consent. The chairperson of
the Commission's Student Advisory Council serves
in a nonvoting capacity as the twelfth member. The
Governor designates the chairperson of the Com-
mission (Code Education Article, secs. 11-101
through 11-206).

The State Scholarship Administration origi-
nated as the State Scholarship Board in 1961
(Chapter 412, Acts of 1961). The Board was reor-
ganized as the State Scholarship Administration
under the Maryland Higher Education Commis-
sion in 1988 (Chapter 246, Acts of 1988). The
Administration is responsible for all State student
financial aid programs, except the Guaranteed Stu-
dent Loan Program, which is administered by the
Maryland Higher Education Loan Corporation.

In 1976, the Maryland Fire-Rescue Education
and Training Commission was established within
the State Board for Higher Education (Chapter
682, Acts of 1976). The Commission was placed
under the Maryland Higher Education Commis-
sion in 1988 (Chapter 246, Acts of 1988).

The Maryland Fire-Rescue Education and Train-
ing Commission develops standards for fire, rescue,
and emergency medical education and training in
Maryland. The Commission develops and main-
tains a statewide master plan to coordinate an emer-
gency services training system. For this purpose, the
Commission collects and disseminates data and re-
views research relevant to fire-rescue education. The
