Wright III; Albert R. Wynn. Staff: Donald J. Hogan, Jr. 841-3870 The Task Force on Drunk and Drugged Driving was created in 1988 (Joint Resolution no. 15, Acts of 1988). The Task Force will examine ways to increase the effectiveness of current remedies devel- oped by other states and jurisdictions; and deter- mine whether a single executive agency should administer and coordinate efforts to deal with drunk and drugged driving. The Task Force also is to study costs for improving prevention and detec- tion equipment and facilities, and methods of fund- ing these costs. The Task Force will report to the General Assembly by December 1,1988.

The Task Force is composed of twenty-four members. These include three delegates appointed by the House Speaker; three senators appointed by the Senate President; and five representatives of the Judiciary, including the Chief Judge of the District Court and two judges appointed by the Chief Judge, one Circuit Court judge appointed by the Chief Judge of the Court of Appeals, and the Chair- person of the Court of Appeals Standing Commit- tee on Rules of Practice and Procedure. Also serving on the Task Force are the Superintendent of the Maryland State Police; the Governor's Executive Assistant for Public Safety; a State's Attorney rec- ommended by the Maryland State's Attorneys' As- sociation; the Administrator of the Motor Vehicle Administration; and two representatives of private industry and two representatives from public inter- est groups appointed by the Senate President and House Speaker. One representative from a public interest group must be from Mothers Against Drunken Driving (MADD) and one representative of private industry must be from the Maryland State Licensed Beverage Association with knowledge of such programs as the "Techniques of Alcohol Man- agement (TAM) Program".

SPECIAL JOINT COMMITTEES

The Legislative Policy Committee periodically establishes special joint committees for particular
purposes. These special committees function during the interim between sessions of the General Assembly.
Each is reviewed annually at the end of the legislative session by the Legislative Policy Committee, which
decides whether the committee should continue its work or cease to function. Staff for the committees is
provided by the Department of Fiscal Services and the Department of Legislative Reference. A committee
membership roster is published each summer and is available on request.
