Morgan State University originated in 1867 as
the Centenary Biblical Institute under the auspices
of the Methodist Episcopal Church. In 1890, the
Institute was renamed Morgan College in honor of
Dr. Lyttleton Morgan, whose support enabled the
school to offer academic work at the college level.
The College remained under church jurisdiction
until purchased by the State in 1939. In 1975,
Morgan State College was granted university status
(Chapter 550, Acts of 1975).
A public university, Morgan now includes the
Schools of Business and Management, Education
and Urban Studies, Engineering, Graduate Studies,
and a College of Arts and Sciences. The University
offers a comprehensive undergraduate program
built upon basic degree offerings in the liberal arts.
Baccalaureate degrees are offered in many disci-
plines, including preprofessional programs. The
University's School of Graduate Studies first of-
fered advanced degrees in education in 1964. Since
then, the scope of the graduate studies program has
broadened to include a wide range of degrees in the
arts and sciences as well as in professional fields.
Encompassing thirty departments, the Univer-
sity offers forty-four baccalaureate and twenty-
eight master's degree programs, as well as a doctoral
program in Urban Educational Leadership. All ac-
ademic programs are approved by the faculty, which
consists of 54 full professors, 56 associate profes-
sors, 66 assistant professors, and 31 instructors.
During the fall of the 1986-87 academic year, 3,725
students were enrolled at Morgan. Of these, 2,776
were full-time students and 949 were part-time
students.
The University is governed by an independent
Board of Regents. The Board's thirteen members
are appointed by the Governor with Senate advice
and consent. Twelve members serve six-year terms.
The student member serves a one-year term (Code
Education Article, secs. 14-101 through 14-107).

Nonbudgeted Funds. Basically, Authority is self-
supporting; it receives minor appropriations from
participating counties, but no State funds.
Annual Report to Governor and to chief executive officer
& legislative body of each participating county due
within first 90 days of fiscal year.
The Northeast Maryland Waste Disposal Au-
thority was established as a public corporation in
1980 (Chapter 871, Acts of 1980). It assists partic-
ipating political subdivisions of Maryland, other
public entities, and the private sector in providing
adequate waste disposal facilities by coordinating
efforts and finding financing. The Authority also
helps with facilities to generate energy from fuels
that are derived from or are otherwise related to
waste disposal. Participating jurisdictions are Anne
Arundel County, Baltimore City, Baltimore County,
Harford County, and Montgomery County
The Authority consists of five members. From
each participating jurisdiction one member is ap-
pointed by the Governor for a four-year term. The
director of the Maryland Environmental Service
serves as an ex officio voting member (Code Natu-
ral Resources Article, secs. 3-901 through 3-929).
The Authority has published several informative
brochures and issues a quarterly newsletter.
