responsible for their application. The Administrator
also devises and provides any statements advising
taxpayers of their right to appeal, notices, or other
reports required by the local boards.

A Property Tax Assessment Appeals Board exists
for each county and Baltimore City The Board has
jurisdiction over all appeals in its area concerning
property tax assessments, Homeowner's Tax Credit
Program, Renter's Tax Credit Program, Agricul-
tural Land Preservation Easement Program, and
any other local tax matters that the county or
Baltimore City assigns to the Board for hearing.
This jurisdiction includes but is not limited to ap-
peals concerning local tax credits, local taxes, and
special taxing areas (Code Tax—Property Article,
Tide 3).

Each Property Tax Assessment Appeals Board
consists of three members and one alternate. Mem-
bers are appointed by the Governor for five-year
terms. The Governor designates the chairperson.

The Commission was created in 1966 as the
Maryland Educational-Cultural Television Com-
mission (Chapter 202, Acts of 1966). In 1967, it
was reestablished as the Maryland Educational-
Cultural Broadcasting Commission (Chapter 645,
Acts of 1967). The Commission was renamed the
Maryland Public Broadcasting Commission in
1969 (Chapter 405, Acts of 1969).

The Commission develops, operates, and main-
tains a system for educational and cultural television
and radio programming throughout Maryland. The
Commission is responsible for programs for the
general public. The State Board of Education is
responsible for programs used in public schools
(Code Education Article, sec. 24-205).

The Commission consists of eleven members
appointed for five-year terms by the Governor.
Two members are designated by the State Board of
Education. One member is the State Superinten-
dent of Schools. Members are chosen for their
interest in public education, libraries, art, music,
drama, higher education, the television and radio
industries, or other fields considered by the Gover-
nor to be significant for Commission membership.
The Governor designates the chairperson and vice-
chairperson (Code Education Article, secs. 24-201
through 24-206).
