Originally formed in 1971, the Maryland State
Advisory Council on Vocational-Technical Educa-
tion was reconstituted as the State Council on
Vocational-Technical Education in 1985 (Chapter
4, Acts of 1985). The Council is an independent
State agency It reports to the Governor, the busi-
ness community, and the general public on State
policies to strengthen vocational education and en-
courage private sector initiatives in modernizing
programs. The Council also advises the State Board
of Education on developing State Plans for voca-
tional-technical education. Prior to submission to
the U.S. Secretary of Education, these State Plans
and their amendments are reviewed and com-
mented upon, for the record, by the Council.

The Council studies reports and makes recom-
mendations to the State Board of Education on
equal access to quality vocational-education pro-
grams, the availability of vocational-technical activ-
ities and services in Maryland, and the formation of
technical committees. Similarly, it evaluates pro-
grams that emphasize the use of businesses and
labor organizations; procedures that encourage
local provision of vocational-technical education;
and policies that strengthen these programs, partic-
ularly for the handicapped.

The Council also evaluates the distribution of all
vocational education funds in Maryland; distribu-
tion of financial assistance between secondary and
postsecondary programs; adult training, retraining,

and employment development program designs;
and industry/education partnerships for occupa-
tional training in high technology

At least every two years, the Council reviews the
vocational-technical education programs that re-
ceive aid from the federal Perkins Vocational Edu-
cation Act and the Job Training Partnership Act and
makes recommendations to the State Board of Ed-
ucation on their coordination. The Council also is
required biennially to report those findings and
recommendations to the Governor, the State Board
of Education, the Governor's Employment and
Training Council, the U.S. Secretary of Education,
and the U.S. Secretary of Labor.

Appointed by the Governor, the Council con-
sists of thirteen members who serve three-year
terms (Code Education Article, secs. 21-101
through 21-106).
