The Advisory Council reviews the work of the
Center for the Study of Health Effects of Fire. The
Council also advises the Center's Director concern-
ing the scientific evaluation of information collected
by the Center and helps the Center set research
priorities.
The Council consists of seven members ap-
pointed to five-year terms by the Secretary of
Health and Mental Hygiene with Senate advice and
consent (Code Health—General Article, sees. 18-
706 through 18-710).

The Deputy Secretary for Public Health Services
is responsible for six administrations: AIDS, Mental
Hygiene, Alcohol and Drug Abuse, Community
Health Surveillance and Laboratories, Local and
Family Health, and Developmental Disabilities.
The Deputy Secretary coordinates the develop-
ment and implementation of policies, procedures,
regulations, and standards to assure delivery of
health services. The Deputy Secretary develops and
promotes collaborative working relationships
among the agencies and programs under the
Deputy Secretary as well as with other units within
the Department. Twenty-four local health depart-
ments report directly to the Deputy Secretary

Established in 1987, the AIDS Administration
provides public education and surveillance, profes-
sional education, and patient support services for
persons with Acquired Immune Deficiency
Syndrome (AIDS). The Administration consults
and coordinates its work with twenty-four local
health departments. Each local health department
has counseling and testing sites where free tests and
free consultations are available.

The Administration funds clinical activities for
the diagnosis and evaluation of patients with AIDS.
It also administers grants to community organiza-
tions for gay and minority outreach efforts.

Health Services was formed in July 1987 to
support early intervention services for persons in-
fected with human immunodeficiency virus (HIV),
the virus which causes AIDS, and for persons at risk
of infection. Health Services provides HIV counsel-
ing and testing, and seropositive medical and
psychosocial follow-up services. The agency also
trains and educates health care professionals and
devises policies, plans, and funding for HIV-related
health services.

Epidemiology and the Center for AIDS
Education.

CENTER FOR AIDS EPIDEMIOLOGY

Through case surveillance, epidemiologic inves-
tigations, seroprevalence, and other studies, the
Center for AIDS Epidemiology determines the im-
pact of the AIDS/HIV epidemic in Maryland. Data
and information derived from studies are used by
the Center to design programs for prevention and
health care.

CENTER FOR AIDS EDUCATION

The Center for AIDS Education is also known
as the Maryland Center for AIDS'Related
Educational Services (MDCARES). Created in
1987, the Center develops, implements, and
oversees programs designed to interrupt trans-
mission of the AIDS/HIV infection. Prevention
efforts help both the general population and
individuals and communities at particular risk of
AIDS/HIV disease.
