The Board's nine members are appointed to
four-year terms by the Governor with Senate advice
and consent. One member represents the carnival
owners, two the amusement park owners, and one
the State or county fairs. One member must be a
mechanical engineer. Pour members represent the
general public. A public member is designated as
chairperson. Authorization for the Board continues
until July 1, 1994 (Code 1957, Art. 89, sees. 65-
81).

The Board of Boiler Rules was established in
1920 (Chapter 676, Aces of 1920). The Board
formulates definitions, rules, and regulations for the
safe construction, use, installation, maintenance,
repair, and inspection of boilers and pressure vessels
for sale or for use in Maryland.

The Board is composed of eight members.
Seven are appointed to four-year terms by the
Governor with the advice of the Secretary of
Licensing and Regulation and Senate advice and
consent. Of the appointed members, one each
represents the owners and users of power boilers,
the owners and users of heating boilers, the
owners and users of pressure vessels, the
manufacturers or assemblers of boilers or pres-
sure vessels, and a company licensed to insure
boilers or pressure vessels. One must be a
mechanical engineer on the faculty of a recog-
nized engineering college, and one must be a
licensed professional engineer with boiler or pres-
sure vessel experience. An eighth member is ap-
pointed by the Secretary to represent consumers.
The Commissioner of Labor and Industry serves
as an ex officio, nonvoting member. With the
advice of the Secretary, the Governor designates
the chairperson. Authorization for the Board
continues until July 1, 1994 (Code 1957, Art.
48, sees. 167-180A).

The Special Advisory Committee on Elevators
was created in 1975 to provide the Commissioner
of Labor and Industry with expertise, knowledge,
and technical data on elevators, dumbwaiters, es-
calators, and moving walks (Code 1957, Art. 89,
sec. 31 (f)). The Committee assists the Commis-
sioner in the formulation of regulations and stand-
ards for elevators, dumbwaiters, escalators, and
moving walks.
The Commissioner of Labor and Industry ap-
points the Committee's thirteen members who rep-
resent State agencies, elevator contractors, elevator
manufacturers, elevator installers, building
owners/managers, and the public.

The Advisory Committee on Safety Training
Programs for Power Equipment Operators was
created in 1990 (Chapter 481, Acts of 1990). The
Commissioner of Labor and Industry convenes
with the Advisory Committee to review the safety
and training of power equipment operators.

In consultation with the Advisory Committee,
the Commissioner of Labor and Industry is to
develop a model program for employers to use in
training power equipment operators, as well as an
education program for employers about safety
training. With the advice of the Advisory Commit-
tee, the Commissioner also will devise a statistical
format for collecting data on serious accidents and
fatalities involving power equipment operators, and
a methodology for determining the causes of such
accidents and deaths.
The Advisory Committee has eleven members.
Ten are appointed by the Governor and one serves
ex officio (Code 1957, Art. 89, sec. 33A).
