Parks; the Department of Geology, Mines, and Water Resources; and the Department of Research and
Education (Chapter 508, Acts of 1941). These agencies were consolidated to form the Department of
Natural Resources in 1969 (Chapter 154, Acts of 1969).

Under the Secretary of Natural Resources, the Department has a deputy secretary and six assistant
secretariats. There is one assistant secretary each for Administration, Public Lands, and Chesapcake Bay
Programs. For Natural Resources, three assistant secretaries serve.

The Department is responsible for the Maryland membership units of the Atlantic States Marine fisheries
Commission, Coastal States Organization, Interstate Mining Commission, Ohio River Basin Commission,
Interstate Oil Compact Commission, Interstate Commission on the Potomac River Basin, Potomac River Basin
Advisory Committee, Potomac River Rsheries Commission, Southern States Energy Board and the Susquehan-
na River Basin Commission (Code Natural Resources Article, sees. 1-101 through 1-104).

OFFICE OF THE SECRETARY

The Secretary of Natural Resources heads the
Department. The Secretary is appointed by the
Governor with Senate advice and consent.
Under the direct supervision of the Office of the
Secretary are the following services: Chcsapeake Bay
Trust, Intergovernmental Relations, Public Affairs
Office, and Upper Potomac River Commission.

The Upper Potomac River Commission was
established in 1935 (Chapter 409, Acts of 1935).
It supervises the Savage River Dam, which regu-
lates the flow of the Potomac River. The Commis-
sion has jurisdiction over the water resources of
Allegany County and Election District 4
(Bloomington) in Garrett County
The Commission consists of three members ap-
pointed for six-year terms. The Governor appoints
the chairperson, and the Allegany County and Gar-
rett County Boards of County Commissioners each
appoint one member.

The position of Assistant Secretary for
Chesapeake Bay Programs was created in 1988.The
Assistant Secretary is responsible for the

Department's relations with citizens groups and the
Governor's staff concerning the Chesapeake Bay
Program. The Assistant Secretary also is responsible
for budgetary matters related to the Program.

The Advisory Council on Disabilities Issues was
formed by the Secretary of Natural Resources in
1985. The Council advises the Department on is-
sues related to the accessibility of Departmental
facilities, programs, activities, and job opportunities
to disabled persons. Council members are ap-
pointed by the Secretary of Natural Resources
(Code Natural Resources Article, sec. l-102(d)).
