The Legislative Policy Committee periodically
establishes special joint committees for particular
purposes. These special committees function
during the interim between sessions of the General
Assembly Each is reviewed annually at the end of
the legislative session by the Legislative Policy
Committee, which decides whether the committee
should continue its work or cease to function. Staff
for the committees is provided by the Department
of Fiscal Services and the Department of Legislative
Reference. A committee membership roster is pub-
lished each summer and is available on request.

DEVELOPMENT STRATEGY

In July 1988, the Special House Committee on
Economic Development Strategy was created by
the Speaker of the House of Delegates to help foster
a healthy business climate and to formulate long-
term policies and strategies that promote economic
development and business growth in Maryland. In
1989, by agreement of the House Speaker and
Senate President, the Committee became a special
joint committee. Policies and strategies devised by
the Committee guide legislative decision-making
on economic initiatives.
The Committee is comprised of sixteen members
appointed by the Speaker from the six standing
committees of the House of Delegates, with extra
representation from the Appropriations Committee
and Economic Matters Committee, and eight
Senators appointed by the Senate President.
