CONGRESSIONAL DISTRICTS

Maryland retained eight seats in the U.S. House of Representatives with the 1990 federal census. One
representative is elected from each of Maryland's eight congressional districts.

In the description of congressional district boundaries, all references to election districts, wards, and
precincts are to the geographical boundaries as they existed on June 1, 1981. Precinct boundaries are
dynamic. Changes occur to reflect population shifts and to ensure convenient polling places for all voters.
Local boards of supervisors of elections can provide current information on precincts encompassed within
each congressional district. Maryland's congressional districts were enacted by the General Assembly in
1982 (Chapter 106, Acts of 1982).

1ST CONGRESSIONAL DISTRICT
1980 Population: 526,206

Encompasses; Cecil, Kent, Queen Anne's,
Caroline, Talbot, Dorchester, Wicomico,
Worcester, Somerset, Calvert, Charles and St.
Mary's counties; those parts of Harford County
consisting of precincts 10 and 11 of Election
District 1, all of Election District 2, precinct 2 of
Election District 3, and all of Election Districts 5
and 6.

2ND CONGRESSIONAL DISTRICT
1980 Population: 526,354

Encompasses: Baltimore County Election Districts
4-8,10-12,14-15, Election District 2, precincts 12,
15-19, Election District 9, precincts 2,5-11,17-28;
and those parts of Harford County consisting of
Election District 1, precincts 2-6, 45, Election
District 3, precincts 3-5, 10-12,15-18, 35, and all
of Election District 4.

3RD CONGRESSIONAL DISTRICT
1980 Population: 527,804

Encompasses: Baltimore City Wards 1-3, 21-26;
Ward 4, precinct 1; Ward 6, precincts 6-7; Ward 8,
precincts 1-3; Ward 9, precinct 7; Ward 27,
precincts 2-40, 59-62, 65-91,102-108; Ward 28,
precinct 1; those parts of Baltimore County
consisting of Election District 1, Election District
3, precincts 2-12, Election District 9, precincts 1,
3-4, 12-16, and Election District 13; and those
parts of Howard County consisting of Election
District 1, Election District 5, precincts 2-4, 7-10,
and Election District 6, precincts 5-6, 8-14.

4TH CONGRESSIONAL DISTRICT
1980 Population: 526,627

Encompasses: Anne Arundel County; those parts
of Prince George's County consisting of Election
Districts 4, 8,12, Election District 5, precincts 1-2,
5, Election District 6, precincts 2, 6, 8-9, 12-15,

17-18; Election District 11, precinct 1, and part of
Election District 9, precinct 3; and those parts of
Howard County consisting of Election District 6,
precincts 1-4, 7,15.

5TH CONGRESSIONAL DISTRICT
1980 Population: 526,295

Encompasses: those parts of Prince George's
County consisting of Election Districts 1-3, 7, 10,
13-21; Election District 5, precincts 3-4; Election
District 6, precincts 1, 3-5, 7, 10-11, 16; Election
District 11, precinct 2; Election District 9, precincts
1-2,4-5; and part of Election District 9, precinct 3.

6TH CONGRESSIONAL DISTRICT
1980 Population: 527,639

Encompasses: Allegany, Carroll, Frederick,
Garrett, and Washington counties; those parts of
Howard County consisting of Election Districts
2-4, Election District 5, precincts 1, 5, 6; those
parts of Montgomery County consisting of Election
Districts 1-3, 6, 11-12, and Election District 10,
precincts 1-3, 7, 9-10.

7TH CONGRESSIONAL DISTRICT
1980 Population: 527,485

Encompasses: Baltimore County Election District
1, precincts 1-6, Election District 2, precincts 1-5,
11, and Election District 3, precinct 1; those parts
of Baltimore City consisting of Wards 5, 7,10-20,
Ward 4, precincts 2-3, Ward 6, precincts 1-5, Ward
8, precincts 4-13, Ward 9, precincts 1-6, 8-17,
Ward 27, precincts 41-58, 63-64, 92-101, Ward
28, precincts 2-20.

8TH CONGRESSIONAL DISTRICT
1980 Population: 528,036

Encompasses: Montgomery County Election
Districts 4-5, 7-9, 13, Election District 10,
