COMMITTEE FOR MINORITY AFFAIRS

The Interdepartmental Advisory Committee for
Minority Affairs was created within the Office of
Minority Affairs in 1986 (Chapter 719, Acts of
1986). The Committee advises the Director of the
Office of Minority Affairs on proposals to imple-
ment the duties of the Office, promote the hiring of
minority persons in the State, and promote minor-
ity business enterprises in Maryland (Code State
Government Article, sec. 9-303.1).

Formed in 1986, the Office on Volunteerism
provides support for volunteer programs in public
and private agencies throughout Maryland (Chap-
ter 13, Acts of 1986). The Office provides informa-
tion and referral services to individuals and program
staff; sponsors conferences and workshops for ad-
ministrators, staff, and volunteers; and coordinates
recognition events and award ceremonies.

The Office also administers the Volunteer Mary-
land program, a National Community Service Dem-
onstration Project. The Office is headed by a Director,
appointed by the Governor (Code State Government
Article, secs. 9-1301 through 9-1310).

The Governor's Volunteer Council was created
in 1983 by Executive Order. In 1986, it was estab-
lished by statute within the Office on Volunteerism
(Chapter 13, Acts of 1986). The Council serves as
an advisory board to the Office on Volunteerism.

The Council consists of twenty-seven members
appointed by the Governor. Six serve ex officio.
Twenty-one are appointed to serve four-year terms.

VOLUNTEER MARYLAND

Volunteer Maryland was created in 1993 by the
Governor's Advisory Board on Service and Citizen-
ship. Volunteer Maryland is one of seven demon-
stration projects of national service around the
country funded by the federal Commission on Na-
tional and Community Service. The project also is
supported by private contributions.

Volunteer Maryland recruits coordinators and
associates who dedicate a year of public service to
Volunteer Maryland. After training in volunteer
management and empowerment techniques, teams
of coordinators and associates are placed in govern-
ment and private nonprofit agencies to strengthen
their volunteer programs.
