DIVISION OF EMPLOYMENT &
TRAINING

The Division of Employment and Training origi-
nated in 1937 as the Department of Employment
Security (Chapter 314, Acts of 1937). The Depart-
ment was restructured in 1970 as the Department
of Employment and Social Services (Chapter 96,
Acts of 1970). It became the Department of Hu-
man Resources in 1975 (Chapter 382, Acts of
1975). The Department's Employment Security
Administration functioned until 1983 when the
Department of Employment and Training was cre-
ated as a principal executive department (Chapter
64, Acts of 1983). In 1987, the Department of
Employment and Training was abolished and its
functions were assigned to the Division of Employ-
ment and Training within the Department of Eco-
nomic and Employment Development (Chapter
311, Acts of 1987). The Division coordinates the
State's public and private resources for employment
and job training (Code 1957, Art. 83A, secs. 3-101
through 3-408).
Within the Division are four offices: Employ-
ment Training; Employment Services; Unem-
ployment Insurance; and Data Processing. The
Division also administers local offices in each
county.

The State Advisory Council, known as the Un-
employment Insurance Advisory Council, helps the
Secretary of Economic and Employment Develop-
ment formulate policies and resolve problems con-
cerning administration of the Unemployment
Insurance Law. The Secretary appoints the Council,
which consists of public members, and an equal
number of employer and employee representatives
(Code 1957, Art. 95A, sec. 12).

The Board of Appeals, known as the Unemploy-
ment Insurance Board of Appeals, hears appeals on
claims for unemployment insurance benefits. It also
hears appeals that arise under the tax provisions of
the Unemployment Insurance Law and other mat-
ters that require appellate adjudication, such as
appeals associated with the Migrant and Seasonal
Farm Worker Program.

Under the Board's jurisdiction is the Appeals
Division. The Division conducts hearings on all
claimants' or employers' appeals from unemploy-
ment insurance claims determinations in the De-
partment's local offices. Claimants may appeal
determinations disqualifying them for benefits, and
employers may appeal determinations allowing
benefits. An appeals referee hears all such appeals.
Any aggrieved party may appeal to the Board. Final
appellate recourse is to the courts of Maryland.
The Board's three members are appointed for
six-year terms by the Secretary of Economic and
Employment Development with the approval of
the Governor (Code 1957, Art. 95A, secs. 7, 11).

Started in 1988, the Maryland Occupational
Information Coordinating Council (MOICC)
operates in accordance with the federal Carl D.
Perkins Vocational and Applied Technology Edu-
cation Act of 1990 (Title IV, Part C, secs. 422(a),
451(a)), and the Job Training Partnership Act of
1982 (secs. 125, 464). The Council improves
coordination and communication among devel-
opers and users of occupational information to
ensure that every Maryland citizen has the neces-
sary occupational information for making career
decisions. An interagency committee, the Coun-
cil is linked to a network of committees in other
states and to the National Occupational Informa-
tion Coordinating Committee established in
1976 by federal law (the original Carl D. Perkins
Vocational Education Act).
The Council disseminates VISIONS and VI-
SIONS PLUS, Maryland's Career Information
Delivery System. VISIONS, for middle and jun-
ior high school students, is a software program
for classroom use that links education to the
world of work. VISIONS PLUS is a comprehen-
sive career planning and information system for
high school students and adults. Currently, the
Council has established 209 sites statewide for
accessing Maryland's Career Information Deliv-
ery System.

within the Department of Human Resources. The
