Formerly the Environmental Research Guid-
ance Committee, the Science Advisory Board was
established in 1986. The Board identifies research
priorities for the Power Plant Topical Research
Program and invites proposals for research projects.
The Board reviews project proposals, technical pro-
gress reports, and draft final project reports. Ap-
pointed by the Secretary of Natural Resources,
members serve three-year terms (Code Natural Re-
sources Article, secs. l-102(d), 3-303).

COOPERATIVE OXFORD LABORATORY
BOARD OF VISITORS

An advisory body, the Board of Visitors peri-
odically reviews the mission, facilities, and accom-
plishments of the Cooperative Oxford Laboratory.
Originally a federal research center, the Laboratory
in 1987 became a joint research and monitoring
facility of the Department of Natural Resources,
and the National Marine Fisheries Service of the
National Oceanic and Atmospheric Administra-
tion, U.S. Department of Commerce. Located on
the Tred Avon River, the Laboratory is a complex
of laboratories and experimental ponds, with an
extensive scientific library. Laboratory work focuses
on diagnosing and monitoring diseases of shellfish
and finfish. A unit of the National Marine Mammal
Stranding Network also is based there.

REVIEW DIVISION

The Power Plant and Environmental Review Di-
vision originated in 1971 as the Power Plant Siting
Program (Chapter 31, Acts of 1971). The Program,
by 1986, was renamed the Power Plant Research
Program under the Energy Administration. In 1988,
the Program was reorganized by the Department
under the Tidewater Administration as the Power
Plant and Environmental Review Division.
The Division is responsible for the environ-
mental reviews formerly carried out by the Fisheries
Division, the Coastal Resources Division, and the
Power Plant Research Program. The Division

evaluates growth and development controls needed
to prevent adverse effects on Chesapeake Bay and
other resources. To assess the broad total impact of
projects and programs, the Division also conducts
cumulative and regional environmental reviews
(Code Natural Resources Article, secs. 3-301
through 3-307).
The Power Plant and Environmental Review Di-
vision is served by the Power Plant Research Advisory
Committee and the Science Advisory Board.

The Boating Administration was formed by the
Department in 1988. Within the Administration
are five programs: Administration; Waterway Im-
provement; Planning and Policy; Shore Erosion
Control; and Ocean City Beach Replenishment and
Hurricane Protection.

The Administration Program is responsible for
budget, fiscal and personnel management; public in-
formation; and management information services.
Administration also schedules, operates, and main-
tains three State vessels: the State yacht Maryland
Independence; the work boat H. J. Elser, and the
skipjack Anna McGarvey. The Program is responsible
as well for two State marinas. It operates Somers Cove
Marina, home of the Annual Crab Derby in Crisfield.
It also monitors the contract for managing the Fort
Washington Marina at Piscataway Bay off the Potomac
River in Prince George's County.

WATERWAY IMPROVEMENT PROGRAM
