Formed in 1975, the Office on Aging adminis-
ters, consolidates, and coordinates statewide pro-
grams to meet the needs of Maryland senior citizens
(Chapter 261, Acts of 1975). Origins of the Office
trace to 1959 when the State Coordinating Com-
mission on the Problems of the Aging was created
(Chapter 1, Acts of 1959). The Commission was
renamed Commission on the Aging in 1971 (Chap-
ter 595, Acts of 1971). The Governor, in 1974,
established the Governor's Coordinating Office on
Problems of the Aging. In 1975, staff from the
Commission and the Governor's Coordinating Of-
fice were merged to form the Office on Aging, a
cabinet-level agency. The Commission on Aging
was reassigned both as an advisory and as a policy-
making board to the Director.
Appointed by and responsible to the Governor, the
Director on Aging serves on the Governor's Executive
Council; the Governor's Volunteer Council; the Ad-
visory Council on Landlord-Tenant Affairs; the State
Advisory Council on Nutrition; the State Commission
on Neighborhoods; and the Domiciliary Care Facili-
ties Board. To evaluate services needed by elderly
persons and to set priorities for meeting these needs,
the Director chairs the Interagency Committee on
Aging Services. The Director also serves as advocate
for the elderly at all levels of government.
The Office on Aging has four divisions: Manage-
ment; Housing and Long-Term Care; Planning and
Intergovernmental Affairs; and Community Serv-
ices and Nutrition. The Office is aided by the Com-
mission on Aging and the Financial Review
Committee (Code 1957, Art. 70B).

The Commission on Aging advises the Director
on Aging about programs and responsibilities of the
Office on Aging. The Commission consists of thir-
teen members appointed by the Governor to four-
year terms. At least seven members must be
fifty-five years of age or older. Eleven members
representing various regions are selected because of
their interest in the problems of the elderly. One
member of the State Senate and one member of the
House of Delegates serve as nonvoting Commis-
sion members. The Governor designates the chair-
person (Code 1957, Art. 70B, sec. 3).

FINANCIAL REVIEW COMMITTEE

The Financial Review Committee was created in
1985 (Chapter 752, Acts of 1985). Upon referral by
the Office on Aging, the Committee evaluates the
financial condition of providers of continuing care who
are experiencing financial difficulty. The Committee
then recommends what action the Office should take.
