Executive Commissions /593

The Governor created the Governor's Drug and
Alcohol Abuse Commission in February 1989 within
the Executive Office of the Governor (Executive Or-
der 01.01.1989.04). In August and October 1991,
the Governor reorganized the Commission (Execu-
tive Orders 01.01.1991.27; 01.01.1991.31).
The Commission, in October 1989, submitted
to the Governor a comprehensive and integrated
plan for reducing illegal drug-related activities and
drug and alcohol abuse in Maryland. Annually, the
Commission updates the plan for the Governor, the
General Assembly, and the public. The plan pro-
vides for a central information center on drug and
alcohol abuse where data is collected, stored, ana-
lyzed, and distributed to federal, State and local
government agencies. The plan also indicates how
best to formulate policy to prevent and control
illegal drug activities and drug and alcohol abuse.
On a continuing basis, the Commission consults
with representatives of local governments and the
private sector to assure that State, local and private
resources are effectively used in preparation of the
comprehensive plan. Regional and county core
groups help coordinate efforts. Each group consists
of the local superintendent of schools, local health
officer, and local chief of police or sheriff.
The Commission compiles an inventory of avail-
able drug and alcohol abuse services, both public
and private, and annually reports to the Governor
on the status of efforts to reduce illegal drug-related
activities and drug and alcohol abuse in Maryland.
The Commission also consults with the Maryland
Juvenile Justice Advisory Council; Governor's Ad-
visory Board for Justice Assistance; Drug and Alco-
hol Abuse Prevention and Education Program
Advisory Council of the State Department of Edu-
cation; Governor's Executive Advisory Council;
State Advisory Council on Drug and Alcohol
Abuse; Governor's Office of Justice Administra-
tion; and the Governor's Youth Drug and Alcohol
Abuse Commission. The Commission is required to
consider implementing drug and alcohol preven-
tion initiatives suggested by the Youth Commission
and solicit Youth Commission advice on prevention
programs.
On the Commission are two senators appointed
by the Senate President; two delegates appointed
by the House Speaker; and sixteen members who
serve ex officio. The remaining members are ap-
pointed by the Governor. The Chairperson of the
Governor's Council on Substance Abuse, Tubercu-
losis, and AIDS serves as Chairperson of the Com-
mission. The Governor appoints the Executive
Director, who is assisted by at least one member of
each department and agency whose head serves on
the Commission.
