MUNICIPAL GOVERNMENT

Incorporated cities and towns have their own government and defined municipal boundaries. In
Maryland, most are governed by a mayor and council, though many elect town commissioners instead,
and a few choose a council that appoints a city or town manager. The executive officer's term and date of
election are specified in each municipal charter and differ from town to town. Many provide that the mayor
shall be elected in May of every second odd-numbered year.

For each municipality, we note: the original incorporation date (by chapter and year of Act of General
Assembly or by referendum); 1990 population; executive officer; street address; ZIP code; and telephone
number. The list was compiled in part from information furnished by the Maryland Municipal League.
