The Children's Trust Fund provides grants to
public and private community organizations and
agencies for innovative programs to prevent child
abuse and provide treatment.

Formed in 1989, the Children's Trust Fund Ad-
visory Board reviews applications for grants from the
Children's Trust Fund (Chapter 757, Acts of 1989).
The Governor appoints the Board's nine members
to three-year terms (Code 1957, Art. 49D, secs 6-7).
EARLY CHILDHOOD PARTNERSHIPS

Early Childhood Partnerships was formed in
1996 to oversee two programs: Childcare Coordi-
nation and the Head Start Collaboration Network.
Both programs began in 1993.
Child Care Coordination coordinates policy, plan-
ning, and development for child care programs
among State government agencies and with local
planners, child care coordinators and advocates, and
users of child care. The office promotes and markets
public/private partnerships for assistance and support
in child care for employees, employers, and families.
To better serve families in the federal Head-Start
Program, the Head Start Collaboration Network
helps coordinate Program services with other commu-
nity services. The Network links Head-Start services
with those of local health care providers, education
agencies, child care programs, employment projects,
and community organizations.

INFANTS & TODDLERS PROGRAM

Through the Infants and Toddlers Program,
Maryland receives federal funds to help infants and
toddlers with developmental disabilities (from birth
through age 3) and their families. The Program

provides health and medical services, family train-
ing, counseling, and specialized child care (federal
Education of the Handicapped Act, P.L. 99-457).
In 1988, the State Department of Education
was designated by the Governor to administer the
federal Early Intervention Program in Maryland
(Executive Order 01.01.1988.15). The Infants and
Toddlers Program initiated by the Department was
transferred to the Office for Children, Youth, and
Families in 1990 (Chapter 419, Acts of 1990).

In 1988, the Governor started the Maryland State
Interagency Coordinating Council to advise the Infants
and Toddlers Program in accordance with the federal
Education of the Handicapped Act (Executive Order
01.01.1988.15, P.L. 99-457). In 1990, the Council was
authorized by statute (Chapter 419, Acts of 1990).
The Council helps develop and implement the
Early Intervention Program, identifies resources, and
assists with interagency agreements. To ensure inter-
agency coordination and delivery of early intervention
services, the Governor's Subcabinet for Children,
Youth, and Families monitors the program.
The Council's fifteen members are appointed by
the Governor with Senate advice and consent.
MARYLAND MAKING THE GRADE

In 1994, Maryland Making the Grade was formed
to plan services for school-based health centers. In April
1996, the Office for Children, Youth, and Families was
named to receive and manage the Robert Wood
Johnson Foundation grant called Making the Grade—
State and Local Partnerships to Establish School-Based
Health Centers For the Office, Maryland Making the
Grade develops policy and administers the grant.
SYSTEM INTEGRATION SUPPORT DIVISION

The System Integration Support Division was
formed in 1995 to establish a coordinated system
of services administered locally. Health, education,
social and justice services are provided to children
and youth who may be moved from their home
because of abuse, neglect, delinquency, or special
needs. The Division coordinates services in the
community to help children closer to home. The
Division also seeks to return Maryland children
who have been placed out of state. Under the Di-
vision are the Children's Councils. The Division is
aided by the State Coordinating Council.
