The Office of Preservation Services was estab
lished in 1989 The Office protects and enhances
historic, archaeological and cultural properties
throughout Maryland
The Review and Compliance Unit conducts State
and federally mandated regulatory reviews to protect
and enhance heritage resources Under Section 106 of
the National Historic Preservation Act, this includes
review of how federal programs affect Maryland his
tone properties The Unit also reviews and processes
applications for the State historic preservation income
tax (502H) program and the federal income tax credit
program for rehabilitation of historic buildings
The Financial Assistance and Easements Unit admin-
isters the State Historic Preservation Grant and Loan
programs, as well as State and federal historic preserva-
tion easement programs Through a variety of training
programs, the Unit also provides technical advice and
assistance on rehabilitation to local govemmentplanners,
preservation commissions, and the public

The Office of Research, Survey, and Registration
was created in 1989 to direct the Division's historical,
architectural and archaeological research The Office
is organized into four units Cultural Conservation,
Evaluation and Registration, Information Manage
ment and Library Services, and Research and Survey
The Cultural Conservation Unit focuses on intan-
gible historic and cultural resources, including oral
history, tolkhfe, and regional traditions It conducts
field research and oral history projects, and prepares
publications and audiovisual materials The Unit staffs
the Commission on Indian Affairs
The Evaluation and Registration Unit conducts
historic resource registration programs, including the
Maryland Register of Historic Properties and the
National Register of Historic Places The Unit pro
vides technical assistance to the Governor's Commis-
sion on Maryland Military Monuments, the Maryland
Civil War Heritage Commission, the Maryland Mu
scum of African American History and Culture Corn
mission, and the Governor's Commission on the
Thurgood Marshall Memorial Statue
The Information Management and Library
Services Unit consolidates separate libraries and the

information and records management programs
administered by previously separate units The Unit
carries out Division computerization and a long-
term program for microfilming and electronic stor-
age of archival and record materials
The Research and Survey Unit maintains the
historical and archaeological components of the
Maryland Inventory of Historic Properties The
Unit helps design and implement local survey pro
jects, and provides inventory data for the Office and
local government planners

Register of Historic Places These nominations
must be reviewed by the Consulting Committee

Appointed by the Governor, Committee mem
bers serve four year terms

The Commission on African American History
and Culture originated in 1969 as the Maryland
Commission on Negro History and Culture
(Chapter 435, Acts of 1969) In 1971, it was
assigned to Morgan State College by Executive
Order Under the Department of Economic and
Community Development, the Commission was
renamed in 1974 as the Commission on Afro-
Amencan and Indian History and Culture (Chapter
386, Acts of 1974) The Commission was renamed
the Commission on Afro-Amencan History and
Culture m 1976 (Chapter 120, Acts of 1976) It
became part of the Department of Housing and
Community Development in 1987 (Chapter 311,
Acts of 1987) In 1992, the Commission was re
designated as the Commission on African-Ameri-
can History and Culture (Chapter 290, Acts of
1992) Formerly under the Division's Office of
Cultural and Educational Services, the Commis
sion became part of the Office of Research, Survey,
and Registration in 1992
The Commission serves as the statewide clearing-
house for preserving evidence of and documenting
the African-American expenence in Maryland It spe
