The Maryland Standardbred Race Fund Advi
sory Committee was introduced in 1971 (Chapter
771, Acts of 1971) The Committee assists and
advises the Maryland Racing Commission on the

administration of the Standardbred Race Program,
the Standardbred Race Fund, and the Standardbred
Sires Stakes Program The Standardbred Race Fund
is supported by an assessment on each harness track
licensee of a portion of the mutuel pool of all its
horse races during the year The Fund is then used
as a purse for races involving Standardbred horses
The Committee consists of five members Four
members are appointed to four year terms and the
chair to a one year term by the Maryland Racing
Commission with the approval of the Secretary of
Labor, Licensing, and Regulation Authorization
for the Committee continues until July 1, 2001

POWER EQUIPMENT OPERATORS

Under the Division of Labor and Industry, the
Advisory Committee on Safety Training Programs
for Power Equipment Operators though estab
lished by statute in 1990 never was appointed
(Chapter 481, Acts of 1990)

Under the Division of Financial Regulation, func
tions of the office merged with those of the State
Bank Commissioner to become the office of Corn
missioner of Financial Regulation in 1996

At the request of the Senate Economic and Envi
ronmental Affairs Committee and the House Eco
nomic Matters Committee, the Design
Professionals Task Force formed in August 1995
The Secretary of Labor, Licensing, and Regulation
convened the Task Force to study issues concerning
five design boards the State Board of Architects,
State Board for Professional Engineers, State Board
of Certified Interior Designers, State Board of Ex-
aminers of Landscape Architects, and State Board
for Professional Land Surveyors

The Task Force examined how the Department could
curtail practice and tide violations, including viola
rions by unlicensed individuals It considered how

cases in which a licensee of one profession charged
with the unlicensed practice of another profession
should be adjudicated, and how appointments
should be structured to produce the most effective
and competent boards The Task Force submitted
a final report to the Secretary of Labor, Licensing,
and Regulation in November 1995

FINANCIAL AUDIT SERVICES TEAM (FAST)
Under the Division of Financial Regulation, the
Team disbanded in July 1995 when its financial
examiners were assigned back to the Office of the
Bank Commissioner and the Office of the Commis
sioner of Consumer Credit

LOWER APPEALS SECTION

Within the Division of Employment and Training,
and under the Office of Unemployment Insurance,
Section functions were transferred in 1994 to the
Board of Appeals

MARYLAND JOCKEY INJURY COMPENSATION
FUND, INC., BOARD OF DIRECTORS

Under the Division of Racing, Board functions
were assumed by the Maryland Racing Commis
sion in 1996

STATE ADVISORY COUNCIL

Under the Division of f mployment and Training,
the Council (also known as the Unemployment
Insurance Advisory Council) has been inactive
since February 1993

STATE BANK COMMISSIONER

Under the Division of Financial Regulation, tune
tions of the office merged with those of the Corn
missioner of Consumer Credit to become the office
of Commissioner of Financial Regulation in 1996
