I submit the questions herein presented to your
judgment, without further comment.

With this record, which certainly more than fulfils
every promise which I have made in connection with
my tenure as Comptroller, I feel that I can retire from
the station to which I was called four years ago by a
generous people, with the consciousness of having
rendered some service to my State. I would have
been willing to have continued the work of tax
reduction, by refunding the sterling debt held abroad,
at the low rate of interest which the credit of the State
now assures, yet, the gentleman, into whose hands
these duties have fallen, is not only worthy of the
honor, but whose large business experience justifies
me in making the prediction, that the finances of the
State will not suffer in his hands.

This excellent exhibit which I am able to make of
the fiscal affairs of our State, is in a great measure
owing to the good judgment and financial ability of
my associate in the treasury department, as well as to
the efficiency and promptness of the gentlemen, who
have held positions under me, in the office of Comp-
troller, and it gives me great pleasure to accord their
due to them in this public manner.
