To the Honorable,

The General Assembly of Maryland:

Section 9 of Article 19 of the Annotated Code of Maryland
directs that the Comptroller of the Treasury submit an annual
report of the fiscal affairs of the State, and in accordance there-
with I present for your consideration report for the fiscal year
ended September 30th, 1932.

In doing so I am taking the liberty of calling your attention to
certain matters which we believe to be worthy of consideration.

Due to the increased volume of work in this office over a period
of years we find our facilities to be inadequate for the safekeep-
ing of valuable and important records and request consideration
for an extension of our office, taking in a part of the present
building, and the construction of a fireproof vault and other
facilities.

During the last fiscal year we have extended and practically
completed a system of direct payment of all State accounts
through, the Treasury, which system has greatly facilitated the
promptness in settling all State accounts and making a super-
vision of and auditing all accounts before payment. The last
Legislature appropriated $15,000 additional for this purpose. We
were able to effect this change for a considerable amount less
than that appropriated and have reverted to the Treasury ap-
proximately $8,000. We believe our office to be adequately and
modernly equipped with efficient clerks and modern machinery
to take care of present requirements and invite your inspection
of our department.

We wish to call your special attention to the operation of the
