Looking to the future, consideration has been given to the unusual
times ahead of us. We have estimated revenues for the fiscal year
1943, the second year of our current biennium, and for the next
two fiscal years for which the Governor will submit his budget, on
the basis of our experience of the past year and our best judgment
as to the future. At this date it would seem fair to estimate our sur-
plus at September 30, 1943, as $15,298,587.05. There will be many
representations made at the 1943 session of the General Assembly
as to the best thing to do with this unusually large surplus, but I am
confident that in your wisdom you will adopt a program for its use
or allocation which will be in the best interests of the citizens of the
State.

The cooperation which I have received from all officials having
business with the office has been very gratifying to me, and I assure
you it has been my desire to so conduct the office as to merit the
approval of everyone. I want you to feel that we are always ready
and willing to cooperate wherever possible in the conduct of the
State's business.
