removed at any time by the said County Road Engineer, the
County Commissioners shall fix the compensation of such fore-
man; he shall keep the time of all employees under him and
a correct record of material used and make daily report thereof
and certify bills for the same to the County Road Engineer, to
be by him approved before being presented to the County Com-
. missioners for payment; the County Commissioners may, in
their discretion, and from the district road fund, provide each
district with necessary teams and implements for working
the roads. General work on the roads shall be done during
the months of April to November, both inclusive, and during
the months of December, January, February and March the
surfacing of roads with hard material may be done with the
county teams and machinery under the supervision of the
County Road Engineer, provided, that no hard material shall
be put on any road after the passage of this act unless such
road has been reconstructed according to plans and specifica-
tions of the County Road Engineer, which plans and specifica-
tions shall be followed in all respects.

191. The County Commissioners of Anne Arundel County
are authorized and empowered to control and regulate the public
roads and bridges in said county, subject to the provisions of
this act; they shall sit as a road board once in each month,
and oftener if deemed by them necessary to the public interests,
for the consideration and determination of matters relating to
county roads and bridges; and at such meetings each County
Commissioner resident in a road district shall acquaint the
board with conditions affecting roads and bridges in said dis-
trict, the County Commissioners elected from the Sixth Elec-
tion District, or the City of Annapolis, shall be the secretary of
the road board, and as such act at its meetings; and he shall
also be the anditor of the road and bridge funds and accounts;
it shall be the duty of each of the other County Commissioners
to make careful inspection of road work in his district, accord-
ing to rules to be adopted by the board, in lieu of all other
compensation; per diem or mileage for the duties imposed by
this section, the said County Commissioners shall each receive
a salary of three hundred dollars per year in addition to such,
salary as is now provided for them by law.
