be paid by the county within which the accident may occur, upon the war-
rant of the Chief Mine Engineer on a voucher of the district mine inspector
certifying the same.

168. In case of serious accident in or about any such mine, involving
or threatening injury to persons and property, upon receiving notice it shall
be the duty of the district mine inspector to proceed to the scene of the
accident, and to direct the work of rescue, relief and restoration; and he
may request the Chief Mine Engineer to come or to detail additional
district mine inspectors to assist if necessary.

169. Persons not employees of a mine and not authorized, nor permitted
by law, shall not enter such mine until the operator has consented, nor
until and when accompanied by a competent guide authorized therefor
by such operator.

170. The operator of every such mine shall adopt and install a system
whereby when required by and under regulation of the Bureau, the em-
ployees shall check in and out of such mine.

CHAPTER XXV—General Sanitation and Health Provisions.

171. Upon submission of an application signed by sixty per cent, of the
employees in and about any coal mine within this State, approved by the
Bureau, the operator of such mine shall provide and maintain at a con-
venient point near the principal entrance of such mine an adequate and
sanitary washroom for the use of the employees of such mine; or upon
submission of an application signed by twenty-five per cent, of such em-
ployees, approved as aforesaid, such operator shall provide and maintain
at a location convenient for its use by such employees, near to an entrance
of such mine, a sanitary washroom adequate for the needs of such signatory
employees; all washrooms to be heated, provided with hot and cold water
and suitable means for bathing, and with lockers sufficient in number and
adequate in size for the employees, at their own risk, under locks provided
by themselves to store their personal clothing and belongings. The cost of
operation of such washroom to be borne as may be agreed upon by such
operator and such employees.

172. No stable shall be provided in any mine unless the same is exca-
vated in solid rock, or built, or thoroughly lined with fireproof material;
and all such stables shall be subject to regulations by the Bureau, including
regulations as to use of hay or straw, ventilation, cleaning and sanitation,
lights and precautions against fire.
