CARROLL COUNTY. 1857

of Frederick Street, south thirty-three and one-half degrees, east seventy
and one-half perches to a point on the Pennsylvania Railroad, south
seventy-seven degrees east sixty-four and four-tenths perches to the be-
ginning; provided, however, that for all sanitary and police regulations
the authority and control of said corporation shall extend for one-fourth
of a mile in every direction beyond the aforesaid corporate limits.

407. All persons who have resided within the said corporate limits of
said town for twelve months next preceding the election, and who are
qualified to vote for delegates to the General Assembly of Maryland, and
all other persons non-resident of said corporation, but who may be other-
wise so qualified, and who own real or personal estate in said town of the
value of at least five hundred dollars, shall elect by ballot, on the first
Monday in May in each and every year, one person for burgess, and five
Commissioners, each of whom shall be at least twenty-five years of age,
and shall have resided in said town at least one year previous to the day
of election, and be the owners of real or personal property, or both, in his
own right in said town, assessed at more than six hundred dollars.

408. All elections for officers shall be held by one or more judges of
election, who shall be appointed annually by the burgess and Commission-
ers of said town, and in such manner, and at such place, and after such
notice as may be directed by ordinance of the corporation not inconsistent
with this subtitle of this Article.

409. The judges of all elections for officers held under this subtitle of
this Article, before holding any election, shall each swear or affirm before a
justice of the peace for said county that he will fairly and impartially act
as judge of such election; and said judges of election shall keep the polls
open from one o'clock until four o'clock P, M., and shall in the presence
of such persons as may desire to witness the same, immediately there-
after count the ballots, announce the result, and make and sign a written
certificate thereof, which they shall deliver to the clerk of said town.

410. If the qualified voters of said town shall at any time neglect to
hold an election for any officer to be elected under this subtitle of this Arti-
cle, the powers of such voters shall not be forfeited, but the officers pre-
viously elected shall be continued until their successors shall be elected
and qualified.

411. The Burgess and Commissioners shall hold the office to which
