inviting bids for the same, after which said Committee may purchase
such material or make contract for such work, or have such work done by
employed labor, or otherwise, as it may deem best; and provided further
that said Committee may make contracts after due advertisement for
lighting Chevy Chase View for periods of five years; but no longer period
at a time; and provided further, that no member of said Citizens' Com-
mittee shall furnish any supplies of any kind or contract in any manner
with said Citizens' Committee.

Notice of all regulations or assessments of any kind or character adopted
or proposed by the said Citizens' Committee shall be given to each resident
property holder by leaving the same on the premises of such residents
and at and upon the request of two or more resident property owners of
Chevy Chase View the said regulations or assessments shall be voted upon
by the resident property owners and said regulation must receive a major-
ity vote of the resident property owners of Chevy Chase View or resident
property owners of the street in Chevy Chase View in, on and for which
said regulations or assessments are to be applied.

133. Resident or property owner cannot maintain a pig pen or keep
pigs or cows on, in and upon any lot or lots in Chevy Chase View.

134. No dwelling house, garage or structure of any kind can be built
within 115 feet of the street line of any lot or lots on the north side Dres-
den Street in Chevy Chase View.

135. The said Citizens' Committee, subject to the approval of the said
Board of County Commissioners, may adopt such regulations with respect
to dumping of garbage, sanitation, erection of buildings, tearing up of
streets, speed regulations, care of property, removal of snow and ice, or
other police or health regulations, and to provide penalties for the viola-
tion thereof, as said Committee may deem proper.

Any Justice of the Peace in Montgomery County shall have jurisdiction
to try and determine any violation of any of said regulations and to im-
pose the penalties thereby provided. The sheriff of said county and his
deputies and any constable in said county shall have authority to arrest
for any violation of such regulations and to execute all writs issued by
any such Justice of the Peace in connection with such regulations or with
the punishments of the persons violating any of them. The procedure
shall be in accordance with that now provided for the trial of misdemeanors
by said Justice of the Peace and appeals shall be allowed as in cases of
misdemeanor. All proceedings with respect to the violation of any such
regulation shall be conducted by or through and in the name of said Citi-
zens' Committee on behalf of said Chevy Chase View. Costs of any such
proceedings may in the discretion of the presiding Justice of the Peace
