the said Mayor, Counselor and Aldermen of the City of Annapolis is
authorized in its discretion to make provision to determine the sense of
the majority of the registered voters of such area on the question of
whether or not such area shall become a part of the City of Annapolis.
The Mayor, Counselor and Aldermen of the City of Annapolis shall con-
duct said election and bear all the expenses of the same, but such election
shall be held at some convenient place in the area proposed to be annexed,
and officials of such elections shall be appointed from registered voters of
such area, representation being given to any of such voters who may be
opposed to the proposal to annex to the City of Annapolis. If the regis-
tered voters of any area reject the proposal to annex to the City of Annap-
olis, the question of annexation of any area including any portion of such
area which has been voted upon shall be included in any area made the
subject of a determination under this law within two years from the
date of the first election unless forty per cent, of the registered voters of
a section to be voted upon so petition. If the registered voters in any
area in which the question of annexing to the City of Annapolis is sub-
mitted under this section declare by a majority vote that they wish such
area to become a part of the area included within the boundaries of the
City of Annapolis, the Mayor, Counselor and Aldermen of the City of
Annapolis shall assume jurisdiction and control of such area and exercise
all governmental powers vested in that body just as they are exercised
over the area now included within the limits of the City of Annapolis,
and all Acts or parts of Acts inconsistent therewith are hereby repealed.
In the event of any section of Anne Arundel County becoming part of the
City of Annapolis under this Act, the Mayor, Counselor and Aldermen
of the City of Annapolis is authorized to include the same within any
ward or wards of the City of Annapolis, or to erect the same as a new
ward or to co-change the lines of present wards as form new wards of
which the annexed sections are parts, and in the event of the formation
of an additional ward, the same is to be represented by two Aldermen
of the same status of the present Aldermen of the City of Annapolis;
and the Mayor, Counselor and Aldermen of the City of Annapolis are
further empowered, in the event of any area becoming annexed to the
City of Annapolis under this Act to issue bonds, the incidents of which
shall be determined by said Mayor, Counselor and Aldermen of the City
of Annapolis, to the amount of not more than ten per cent, of the assessed
value of the property within such area, the proceeds of which are to be
used exclusively for improvements within the area so annexed. No ques-
tion of annexation to the City of Annapolis under this Act shall be sub-
mitted unless the area concerned shall have a population of at least one
hundred persons.

3. Nominations for a Mayor, Counselor and two Aldermen from each
Ward in the City of Annapolis shall be made by direct vote of the respec-
tive political parties at Primary Elections to be held in the City of Annap-
