cases for the recovery of penalties or forfeiture for violations of such
ordinances, such ordinances may provide for the payment of reasonable
fines, not exceeding fifty (50) dollars for such violation and may provide
that in default of payment of any such fine the delinquent shall be com-
mitted to the county jail of Prince George's County for a period not ex-
ceeding thirty (30) days or until such fine is paid And it shall be the
duty of the sheriff for such county to receive any person so committed and
detain the same until such sentence shall have been served or until such
fine shall have been paid

(D) The Chairman Commissioner shall have all the powers of a justice
of the peace in civil and criminal cases where the Town of Cottage City
is a party, and he shall receive the same fees as justices of the peace are
allowed for similar seivices, and an appeal from the judgment of said
Chairman Commissioner may be taken to the Circuit Court of Prince
George's County, which Court shall hear and determine the matter as
upon appeal from a justice of the peace; provided, however, that any
justices of the peace that may reside in said town shall have the same
power to hear, tiy and determine all criminal cases where the Town of
Cottage City is a party as they may have in cases where the State of
Maryland is a party All proceedings in civil and criminal cases before
said Chairman Commissioner shall be entitled "Before the Chairman
Commissioner of the Town of Cottage City", all such proceedings insti-
tuted by or on behalf of said town shall be instituted in the name of the
Town of Cottage City, all pleadings or other papeis filed in such proceed-
ings by or on behalf of said town shall be signed by the Secretary Com-
missioner, and such proceedings shall be conducted in the same manner
as proceedings are by law conducted before justice of the peace.

(E) All fines, penalties and forfeitures imposed by any ordinance may
be collected in the name of the Town of Cottage City before the Chairman
Commissioner or any justice of the peace residing in said town, in the
same manner as small debts are collected in proceedings before justices
of the peace, and the delinquent shall be committed to the county jail
in default of payment until the same is paid Provided, however, that
no person shall be imprisoned for more than thirty (30) days for any one
violation of any such ordinance or failure to pay any one penalty or any
one forfeiture All money recovered by way of fines, penalties or for-
feitures shall be the money of the Town of Cottage City and be kept and
disbursed as other town funds

(F) The Cottage City Commission may appoint by resolution one or
more bailiffs who shall be allowed the same fees for making distress or
levying executions as are allowed for like services by the laws of the
State of Maryland, and for making arrests or serving process for the
violation of any ordinance the same fees as are allowed constables for the
similar services Such bailiff or bailiffs shall be a resident taxpayer upon
real estate in said town and shall have attained the age of twenty-one
years and shall hold such position for such time as The Cottage City
