the grant.

613. When the grant of a franchise or right is made in compliance
with the aforegoing sections, the said County Commissioners shall not
part with but shall expressly reserve the right and duty at all times to
exercise full municipal control and regulation in respect to all matters
connected with said grant not inconsistent with the terms thereof.

616. The County Commissioners of Baltimore County are hereby
authorized and empowered to repair and rebuild public roads in Balti-
more County which have not (been taken over as county roads, when in
the judgment of the County Commissioners of Baltimore County, it will
be advantageous to Baltimore County to do so, and the said County Com-
missioners are hereby authorized to pay for such improvement out of
the General Road and Bridge Fund of Baltimore County, or out of any
other funds available for road purposes.

617. The County Commissioners of Baltimore County are hereby
authorized and empowered to open new roads in Baltimore County where
property is being developed, upon the written request of the owners of
sixty per cent, of the front feet of ground binding on the whole length
of such new road to be opened, with power to assess benefits against the
owners of the front feet binding on both sides of said road, said benefits
in no instance to exceed two-thirds of the cost of said road. Upon receipt
of such application of sixty per cent, of the owners of front feet binding
on said road, the County Commissioners of Baltimore County shall give
ten (10) days' notice in a newspaper published in Baltimore County of
the fact that such application has been made, and of the intention of the
said County Commissioners to consider the same, and also of the time
when, and the place where objections to such application will be received
and heard. A tenant for ninety-nine (99) years, renewable forever, or
