force and effect of law. The applicant shall agree to pay for all electric
power, paper and ribbon supplies and filing equipment necessary to
operate his station effectively.

d. The State shall pay all rental for the teletype machine and for the
necessary wire or circuit mileage to connect it with this system.

38. The Police Communication Bureau shall remain at all times under
the control of the Department of State Police and such control may be
exercised by him through any member of the Department of State Police
that he shall designate for such purpose.

39. The Superintendent of the Department of State Police is hereby
authorized to install, operate and maintain the teletypewriter system and
to employ the necessary personnel, within the appropriation, for its in-
stallation, operation and maintenance; the persons so employed may be
members of the State Police or civilian employees particularly qualified
