lems and to become members of such associations or bodies as representa-
tives of the State and to represent the State in all matters affecting water-
ways and/or waterfront property.

26. Nothing herein contained shall be construed as limiting or curtail-
ing the powers of any existing governmental agency of the State of
Maryland.1

Lands Formed by Channel Excavation in Sinepuxent and
Chincoteague Bays.

27. All lands made or formed by the dumping or depositing of exca-
vated material in the Sinepuxent, Isle of Wight and Chincoteague Bays
during the construction or maintenance of the Ocean City Inlet and
Channel in said Bays, as well as all land now made or which may hereafter
be made or formed by natural causes since the opening of the inlet in
August, 1933, between the ocean and the bays, are hereby declared to be
natural resources of the State of Maryland and title to the same shall be
retained for the use of the Conservation Department, and no patent there-
for shall hereafter be issued by the Land Commissioner of Maryland.
The Conservation Commission is hereby authorized and empowered to
use said lands for Conservation purposes in such manner and under such
regulations as in its discretion it may deem for the best interest of the
State, subject however, to the approval of the Board of Public Works.
Provided, however, that persons who have licenses to hunt or fish in
Worcester County shall have the right to hunt or fish, as the case may be,
on said lands during the open season for such hunting or fishing.

Commission of Fisheries.2

1. The Commission of Fisheries of the State of Maryland is hereby
created and established. The said Commission shall be composed of five
members, citizens and residents of this State, all of whom shall have prac-
tical knowledge of the tidewater fisheries. One of the members of said
Commission shall be designated as the Chairman and shall be known as
the "Commissioner of Fisheries". The members of the Commission, in-
cluding the Chairman thereof, shall be appointed by the Governor, by
and with the advice and consent of the Senate, for terms of two years,
beginning on the first day of June succeeding their appointment, the terms
of the first members of said Commission to be appointed under this Act
to begin on June 1, 1939. One associate member shall be a resident of that
section of the Eastern Shore north of the Choptank River, one associate
member shall be a resident of that section of the Eastern Shore south of
the Choptank River, one associate member shall be a resident of that sec-
