CHAPTER 618.
(Senate Bill 210)
AN ACT to propose an amendment to Section 1 of Article
13, title "New Counties", of the State Constitution, relat-
ing to changes in the boundaries of Baltimore City and
of the Counties and to provide for the submission of
said amendment to the qualified voters of this State for
adoption or rejection.
SECTION 1. Be it enacted by the General Assembly of Maryland
(three-fifths of all the members elected to each of the two
House concurring), That Section 1 of Article 13, title
"New Counties", of the State Constitution, be and the same
is hereby repealed and re-enacted, with amendments, to
read as follows:
Section 1. The General Assembly may provide, by Law,
for organizing new Counties, locating and removing county
seats, and changing county lines; but no new county ishall
be organized without the consent of the majority of the
legal voters residing within the limits proposed to be
formed into said new county; and whenever a new county
shall be proposed to be formed out of portions of two or
