submitted to the legal and qualified voters thereof for
their adoption or rejection in pursuance of directions
contained in Article XIV of the Constitution of this
State. At that general election, the vote on this
proposed amendment to the Constitution shall be by
ballot, and upon each ballot there shall be printed the
words "For the Constitutional Amendments" and "Against
the Constitutional Amendments," as now provided by law.
Immediately after the election, ail returns shall be made
to the Governor of the vote for and against the proposed
amendment, as directed by Article XIV of the
Constitution, and further proceedings had in accordance
with Article XIV.

AN ACT concerning
City of Baltimore - Industrial Financing Loans
FOR the purpose of adding a new Article to the
Constitution to authorize the Mayor and City Council
of Baltimore to make, guarantee or insure financial
loans for or ir. connection with the purchase,
acquisition, construction, reconstruction, erection,
development, redevelopment, rehabilitation,
renovation, modernization, or improvement of
industrial property in Baltimore City, including any
land necessary therefor, and submitting this
amendment to the qualified voters of the State of
Maryland for their adoption or rejection.
By proposing an addition to the Constitution of Maryland
New Article XI-J - City of Baltimore -
Industrial Financing Loans
Sections 1 ani 2
SECTION 1. 3E IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, (Three-fifths of all the members elected to
each of the two Houses concurring), That the following be
and the same is hereby proposed as an addition to the
Constitution of Maryland, by adding new Article XI-J -
City of Baltimore - Industrial Financing Loans, Sections
1 and 2, the same, if adopted by the legally qualified
voters of the State, as herein provided, to become a part
of the Constitution of Maryland:
