said mayor and city council of Baltimore, and that such additional directors shall
be appointed in the mode heretofore provided by law for the appointment of direc-
tors in said company by said mayor and city council of Baltimore.
By the act of 1870, c. 412 amending the charter of the Western Maryland railroad
company, it is provided that the mayor and city council of Baltimore shall be at all
times entitled to the appointment of such number of directors as will continually
secure to it a majority of one member in the board of president and directors, and
the directors upon the part of the mayor and city council of Baltimore, shall be ap-
pointed by a convention of the two branches of the city council upon the nomina-
tion of the mayor: at all general or called meetings of the stockholders, of the said
company, except in the selection of the elective directors, the mayor and city coun-
cil of Baltimore shall be entitled to vote by the mayor, or some one by him depu-
tized as the proxy of the said mayor and city council of Baltimore, and the vote of
the mayor and city council of Baltimore, if cast at any such meeting, shall control
all others, and carry or defeat the measure for or against which the same may be
cast.
The act further provides that nothing contained in this act shall in any manner
impair the right acquired by the Union railroad company of Baltimore, to the en-
dorsement or guarantee of its bonds by the mayor and city council of Baltimore, as
provided by an ordinance entitled "an ordinance to endorse and guarantee the first
mortgage bonds of the Union railroad company of Baltimore, " approved June
eleventh, eighteen hundred and sixty-seven; and the said mayor and city council
of Baltimore may so amend or modify the said ordinance as to accommodate the
same to the change of the terminus of said road, and to any other changes made by
this act

855. Sub-Sec. 1. The mayor and city council of Bal-
timore are authorized, whenever it shall be determined
to change the grade of any street, lane or alley in said
city, or to pave, re-pave or renew the curbstones of any
of the said streets, lanes or alleys by the said mayor
and city council, or by any officer of said corporation
duly authorized by ordinance to make such determi-
nation, to give notice of such determination by pub-
lication in two newspapers published in the city of
Baltimore, as the said mayor and city council may
determine, at least once a week for three successive
