Ordered, That the Speaker of the House appoint
Philip D. Geoghan carpenter of the House, he hav-
ing performed that duty since the commencement of
the session, and that his pay date from that date,
with proposed amendment:
AMENDMENT PROPOSED.
Amend by adding at the end of the order, ''at five
dollars per day, and in addition to his duties as car-
penter, he shall be keeper of the House Committee
Rooms, and shall keep the same in a cleanly con-
dition.
Which was adopted.
Said order, as amended, was then passed by yeas
and nays, as follows :

to the Rules of the House :

The Committee on Rules respectfully recommend
the adoption of the proposed amendments.
AMENDMENTS PROPOSED.
Rule 6. By inserting just before the last clause
thereof the following: "When a bill, resolution,
order or other matter has been made the order of the
day at a particular hour, it shall not be permitted to
interfere with the regular order oi business down to
No. 7 of said order, should said regular order run
over the hour named ; but shall, in such case, have
