21. A Committee on the Contingent Fund placed at
the disposal of the Executive.
22. A Committee on Roads and Highways.
23. A Committee on Immigration.
24. A Committee on the part of the House on Joint
Committee on Section 24, Article 3, of the Constitu-
tion.
25. A Committee on Hygiene, each to consist of
nine members; and
26. A Committee on the Chesapeake Bay and its
Tributaries, to consist of nineteen members, as follows:
One from each of the Legislative districts of Baltimore
city, and one from each of the following counties :
Baltimore, Anne Arundel, Charles, Calvert, St. Mary's,
Harford, Cecil, Kent, Queen Anne's, Talbot, Dor-
chester, Wicomico, Worcester, Somerset, Caroline and
Prince George's.
Rule 44. Strike out Rule 44 as now existing and
insert the following in lieu thereof.
Rule 44. When a bill has been returned to the
House by the Governor without his signature, and
with his objections thereto, the objections shall be
entered at large upon the journal, and the House shall
proceed to reconsider the bill; after such reconsider-
ation the Speaker shall put the question, "Shall the
bill pass not withstanding the objections of the Execu-
tive?" and the vote thereupon shall be taken by yeas
and nays, and the votes of three-fifths of all the mem-
bers of the House shall be necessary to pass the bill.
Mr. Field submitted the following proposed amend-
ment to the amendment:
AMENDMENT PROPOSED.
Amend Rule 43 by adding to report of Committee
on Rules, after the words ''a Committee on Federal
