SEC. 2. And be it further enacted, That this Act shall
take effect January 1, 1948.

CHAPTER 79.
(House Bill 49)

AN ACT to repeal and re-enact, with amendments, Section
445 of the Code of Harford County (1942 Edition), being
Article 13 of the Code of Public Local Laws of Maryland,
. title "Harford County", sub-title "Roads", as said section
was repealed and re-enacted by Chapter 76 of the Acts of
1943, relating to the salary of the County Roads Engineer
of Harford County.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 445 of the Code of Harford County (1942
Edition), being Article 13 of the Code of Public Local Laws
of Maryland, title "Harford County, " sub-title "Roads, " as
said section was repealed and re-enacted, by Chapter 76 of
the Acts of 1943, be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

445. The County Commissioners of Harford County shall
on or before the 15th day of June, 1943, appoint a competent
person as County Roads Engineer for said County, to hold
office for four years from the date of his appointment and
until his resignation or removal as hereinafter provided.
Upon the filling of the office of the Roads Engineer, the
following qualifications, salary, duties, etc., pertaining to
such office, shall immediately become effective:

The Engineer must have the degree of Civil Engineer and
experience in bridge and road building, or have had at least
ten years' practical experience in road and bridge building
in a supervisory and executive capacity. The Engineer shall
receive a salary to be fixed by the County Commissioners of
Harford County. The amount necessary to pay the salary of
the engineer, his traveling and other expenses, together with
all other expenses connected with the operation of his office,
shall, for the balance of the fiscal year 1943, be paid from the
contingent fund, and beginning with the year 1944 and annu-
ally thereafter, the amount necessary to pay the salary of the
said engineer, his traveling and other expenses, and all other
amounts to be appropriated and paid under the provisions
of this sub-title, shall be included in the annual budget of
the County Commissioners and levied and collected as other
