176 JOINT RESOLUTIONS.

JOINT RESOLUTIONS

NO. 1.

(Senate Joint Resolution 1)

A Joint Resolution setting forth and commending the pur-
poses of a bill to appropriate money for the completion of
the Savage River Dam in Garrett County, Maryland, to the
Congress of the United States.

WHEREAS, it is desirable and necessary that the waters of
the North Branch of the Potomac River be controlled in an
effort to prevent the repetition of disastrous floods which have
resulted in the loss of lives and millions of dollars in property
damage to the residents of Garrett and Allegany Counties in
Maryland and Mineral County in West Virginia; and

WHEREAS, during the year 1939 the Works Progress Admin-
istration started the construction of a dam on the Savage
River in Garrett County, Maryland, in an effort to control
the waters flowing into the North Branch of the Potomac
River; and

WHEREAS, approximately Four Million Dollars ($4, 000, -
000. 00) has heretofore been expended on such construction
work so that said dam is now approximately two-thirds com-
plete; and

WHEREAS, during the year 1942 the War Production Board
ordered the suspension of all work on said dam in order to
conserve men and materials for essential projects bearing a
direct relationship to the war effort; and

WHEREAS, the said Savage River Dam is now in a state of
progressive deterioration and of no benefit whatsoever and
unless the same is completed within the near future, the said
money which has already been expended will be a total loss
and the primary purpose of the erection of the dam to reduce
the danger of future disastrous floods will have been de-
feated; and

WHEREAS, the recurrence of disastrous floods in the
Potomac River Valley has been greatly augmented by the de-
forestation of the water shed adjacent to the location of said
dam; and
